The Cabinet nod was recently given to expedite the construction work of  the US $ 966 million Mahaweli Water Security Development Programme, which is mainly funded by the Asian Development Bank  (ADB), to be completed within four years.


The programme, which is expected to complete the outstanding water conveyance investments under the Mahaweli Development Programme, aims to maximise the productivity of the Mahaweli river basin water resources by transferring the available water to the northern dry zone areas of Sri Lanka for irrigation, drinking and commercial purposes.


The cost of the programme is mainly funded by ADB, under a  10-year tranche financing facility, while the remaining balance is financed by the government. 

Based on a policy decision taken by the government, the relevant construction work, which was scheduled to be completed in six years, is planned to be completed within four years i.e. by 2025, according to the Government Information Department.


Accordingly, Irrigation Minister Chamal Rajapaksa recently sought the approval of the Cabinet of Ministers to amend the relevant contract accordingly and take the necessary steps to expedite the constructions activities of the project to be completed by 2025.


Under this project, the North Central Canal, North Western Canal, Minipe Canal, Meegahakirula and Mahakitula storage reservoir systems are being constructed to meet the acute drinking and irrigation water requirements of the North, North Central, North Western and Central provinces. 


It is also expected to supply the surplus water stored in the Moragahakanda and Kalu Ganga reservoirs to utilise for 73,800 hectares of irrigable lands in the North and North Central provinces for both seasons and for the benefit of 250,000 families.

The Japan International Cooperation Agency (JICA) is ready to support the socio-economic development needs of Sri Lanka, said JICA, Director General South Asia Mr. Sakamoto Takema.
Mr. Sakamoto Takema made these remarks when he met President Gotabaya Rajapaksa at the President’s House in Colombo, today (16).
President Rajapaksa recalled that when he was the Secretary to the Ministry of Urban Development, he was able to successfully implement a number of development projects in collaboration with JICA.
Since 1965, the Government has obtained Japanese Official Development Assistance amounting USD 8,829 million for 120 development projects and Japanese Assistance is provided through various schemes such as Yen loans packages, Project Grant Aid, Non-Project Grant Aid, Feasibility Studies and Technical Cooperation programmes.
Currently, 14 projects with approx. total value of USD 2500 million are being implemented under the JICA loan assistance mainly under the sector of Power, Water Supply and Drainage, Ports, Transport, Health, Telecommunication, and Rural Development etc.
Explaining the current progress of the development projects, the President said that he expects the assistance of JICA in the areas of agriculture, skills development, health, and irrigation for the coming year.
Secretary to President P.B. Jayasundera, Ambassador of Japan in Sri Lanka Hideaki Mizukoshi and Mr. Yamada Tetsuya, JICA Representative in Sri Lanka were also present at the discussion.

05. Progress in implementing large scale development projects by the end of the third quarter 2021

During the year 2021, 332 large scale development projects exceeding Rs. 1,000 million are being implemented under 47 Ministries. The period of these projects runs until 2030 and the total investment value is Rs. 6,899 billion. Of these, 95 projects worth Rs. 2,642 billion are new projects launched in 2021 to achieve the objectives of the Government Policy Framework Vistas of Prosperity and Splendour. Under this, projects related to health, education, supply of drinking water, road , irrigation system improvement and rural and urban development have been initiated. The Covid 19 epidemic in the country has hampered the smooth functioning of these projects, and also shortage of building materials and labor, restrictions on imports and restrictions on immigration. However, 63% of the targeted expenditure of Rs. 448 billion was spent on projects during the quarter. Progress review meetings are held monthly to expedite issues related to such projects so that they can be implemented within the targeted timeframes and their benefits delivered to the public. Accordingly the cabinet of Ministers approved the proposal made by the Minister of Development, Coordination and Supervision to obtain the participation of senior officials from the Ministry of Economic Policy and Plan Implementation, Ministry of Finance and other government agencies for these meetings.

Under the component one of the ongoing IWWRM project, it has been planned to launch pilot projects in selected watershed areas in Delthota Pathahewaheta, Walapane, Hanguranketha, Welimada, Uwa - Paranagama Divisional Secretariat Divisions covering the Mahaweli upper watershed at a cost of US$ 13.7 million. It is envisaged to identify the suitable water sources including ground water deposits after a systematic scientific study jointly with the NWSDB to ensure the fulfillment of water resources for the human consumption.

Under component two (57.8 million USD), it is proposed to assist the institutional arrangements for guaranteeing the efficiency in infrastructure related to water, its security and the durability enhancement. Thirty-six dams and 19 canal systems in seven provinces will be renovated. The program is implemented jointly with 23 government agencies including the Sri Lanka Mahaweli Authority, Wildlife and the Forest Conservation, Agriculture, Irrigation, Agrarian Development, Land Development and Export Agriculture Departments. It is learnt that already tenders have been called to implement programs worth 12 million USD. Under this phase, the following work items will commence under the Sri Lanka Mahaweli Authority, Irrigation Department and the Northern Provincial Irrigation Department.

Expansions are underway to cater future demand from the governments Water initiative. 
I’m expecting much better earnings than above forecasted earnings since CIND will benefits as a direct contractor as well as a 3rd party supplier. 
Low liquidity will be a blessing for the retail shareholders but company might go for a Share Split very soon ,if so it should be at least 1:10 ,similar to what DIPPED & Haycab has done.

CIND is a another Gem..

Easily will record 40 EPS for 2021/22.. Good share and there is a speculation for a possible split too.. 

It should trade per with KCAB..

There are massive gap in the PVC market due to import restrictions. Local manufacturers can only supply 60% of total requirement.

CIND has seen investing heavily on capacity expansion in the both PVC & Electrical segments through out last year.

CIND will record 10Bn+ revenue & 1.5Bn+ earnings here on mainly due to “Water for All” initiative (without considering any revenue generation through Port City development project)

CIND.N is highly undervalued at currant prices(just carring 4-5 Bn market valuation ) and need go pass 20Bn valuations before adjusting its fair value.Then you need to account PortCity development as well.

*The market will realize these developments next few quarters and price will be adjust accordingly*

Cind is one of my LT investments, wont think of selling any time sooner.
