What Mr.Wasantha Samarasinghe said was 100% true.

But, He was the mastermind behind the disruption of the quarantine process and the evacuation of people in the Katunayaka trade zone to their homes.
As a result, the number of patients in cities and towns has increased.

Everything they say has a narrow political purpose.  Protecting the public is not their main objective.  Therefore, the truthfulness of what they say should be considered twice.

I dont know more things , what i know only , Cabraal tried sevaral time to attack EPF. What ever previous attempt delivered a significant losses to EPF. What i believe this gives a huge threat to fund. Previous governments tried sevaral times to attack the fund.

Just imagine how much loss incurred to the EPF now because of Cabral and Rajapaksha clan, It was 24.4 Billion as I remember last EPF portfolio update 31/12/2019.

EPF REFUNDS
This is a great idea. EPF is peoples money and paying 20% is like allowing people to withdraw their bank deposits prematurely.
Alternatively Govt can allow members to withdraw their EPF at the age of 40 or 50 instead of 55.  The proposal to refund 20% will give benefit to everybody and is far more attractive to all.

Seems JVP’s Wasantha Samarasinghe is a fool who doesn't know about EPF fund and who doesn't know what the new 20% disbursement proposal by Government going to do...if Corona prevails no garment or company or textile will be there to pay EPF currently employee pay a portion and companies pay also a portion. 

Currently EPF has Rs. 2 trillion and 20% release will be done to individual bank accounts of each and every person based on their existing EPF balance individuals will have decision to accept or deny and and save even again in a bank. If Corona spreads no person will even live to 55 years to withdraw it will automatically freeze and go to whoever manages as government. Currently over 7 million accounts contributed to EPF and only 6.4million or something are only active. Others are dead and money is with EPF or some have not claimed after 55 years.

Private sector companies right now in constraints and won't be able to pay if there is no consumer and an economy. When Rs.400 billion is released to individuals they will use it and save it and re-roll back to economy and some people will also re-invest. EPF currently pays 10% interest per annum by its investment portfolio reduction of Rs. 400 billion to people's own bank accounts via NSB,BOC,PEOPLES BANK or any other commercial bank will be recovered in 5 years meaning with 10% interest gain on Rs. 1,600 billion after 5 years again it will be Rs. 2 trillion or more (average Rs. 160 billion into 5 times) also 90% of EPF investments are in Government treasuries as per law since implementation. if there is no money with consumer or average citizen there won't be an economy or growth only recession and there won't be a strong economy to pay interest to any Government treasury.

In order to carry out the main goal of EPF, the Labour Department is involved in registering employers and employees, enforcing on delinquent employers and processing housing loan guarantee applications and refund applications while the Central Bank is involved in collecting monthly contributions from employers, investing the funds, maintaining member’s accounts and making payments of refunds on application"

රජය 20% EPF දායක මුදල් ආපසු ගෙවිය යුත්තේ ඇයි?

දැනට EPF අරමුදල සතුව රු. ට්‍රිලියන 2 ඇත. මෙම යෝජනාව අනුව  සෑම පුද්ගලයෙකුටම ඔහුගේ පවත්නා EPF ශේෂය මත 20% ඔවුන්ගේ බැංකු ගිණුම්වලට මුදා හරිනු ඇත. කොරෝනා පැතිරී ගියහොත් මෙම මුදල් ලබා ගැනීමට කිසිම පුද්ගලයෙකු අවුරුදු 55 ක් වත් ජීවත් නොවනු ඇත. එවිට රාජ්‍ය කළමනාකරණය යටතේ ඕනෑම කාර්යකට පරිබෝජනය කර ගත හැක වන අතර එවිට දායකයන්ට අවාසියක් සිදුවනු ඇත. උදාහරණයක් වශයන් මේ වන විට EPF ගිණුම් මිලියන 7 කට අධික ප්‍රමාණයක් දායක වී ඇතත්  ක්‍රියාත්මක වන්නේ ගිණුම් මිලියන 6.4 ක් පමණි. මෙයට හේතුව සමහරු මියගොස් ඇති අතර තවත් සමහරු අවුරුදු 55 කට පසුව තමන්ගේ දායකත්වයට හිමිකම් නොකියති. මෙම සියලු මුදල් EPF සතුව  ඇත.

පුද්ගලික අංශයේ සමාගම් මේ වන විට ආර්ථික අවහිරතාවට පත් වී  ඇති අතර ඉදිරියදී EPF දායක මුදල් ගෙවීමට දුෂ්කර වනු ඇත. මෙම යෝජනාව යටතේ රුපියල් බිලියන 400 ක් දායකයන්ට මුදා හරින විට ඔවුන්ගේ මුදල් පරිහරණය හා ඉතිරි කිරීම් හේතුකොට ගෙන නැවත ආර්ථිකය ගොඩනැගෙන අතර තවත් සමහරු මෙම මුදල් නැවත ආයෝජනය සඳහාද භාවිතා කරනු ඇත.

මෙම යෝජනාවට අනුව EPF  ආපසු ගෙවීම් වශයෙන්  රු බිලියන 400 ජනතාවගේ බැංකු ගිණුම්වලට  NSB , BOC , මහජන බැංකුව හෝ වෙනත් ඕනෑම වාණිජ බැංකුවක් හරහා  ලබා දෙනු ඇත.  ලබාදෙන මෙම මුදල් හේතුකොට ගෙන රු. බිලියන 1,600 දක්වා පහල බසින EPF අරමුදල 10% ප්‍රතිලාබ මත තව වසර 5 කින් රු ට්‍රිලියන 2.4 දක්වා ඉහල නගිනු ඇත . රු බිලියන 1,600/= අරමුදල 10% වසරකට රු බිලියන 160 එක්වන අතර වසර පහකින් රු බිලියන 800 මුදලක් එක්වනු ඇත. එවිට මුළු අරමුදල් රු ට්‍රිලියන 2.4 දක්වා ඉහල යනු ඇත. 

නීතිමය වශයෙන් EPF ආයෝජනවලින් 90% ක් රජයේ භාණ්ඩාගාරවල පවති. සාමාන්‍ය පුරවැසියනට මුදල් නොමැති විට ආර්ථිකයක හෝ සංවර්ධනය පසුබෑමක් පත්වන අතර රජයේ භාණ්ඩාගාරයට පොලී ගෙවීමට හැකි ශක්තිමත් ආර්ථිකයක් නොපවතිනු ඇත. මේ හෙතුකොටගෙන 20% දායක මුදල් නැවත ලබාදීම ඉතා යහපත් යෝජනාවක් ලෙස සැලකිය හැක.

Instead of destroying the fund by investing in a company like Laugfs Gas, Srilankan Airline, It is Beter to give the fund back to the real owners of the Fund even the decision deviated from the primary objective. 

But the problem some people already got 30% and if the government gives another 20% means 50% of the retirement benefit taken back in advance. Some people will invest this money wisely and some will not.

The heading is clearly misleading.. There is no such attack or wrong motive.. Just to release some funds for those who wants only.. I guess its a very good idea for those who are with financial difficulties, lost jobs,, lost business etc to come out..Some may invest and loss - thats one basic sign of a good economy.. Entreprenuership.. without that just by protectionism the society will never develop.. then there is other measures anyway to socially secure people.. Its a way of creating economic opportunities without going for loans...SUPERB MOVE...

මම නම් දකින්නේ මේක ගොඩක් හොද දෙයක්. පෞදලිකව මට නම් මේක හොද ඉන්වෙස්මෙන්ට් අවස්ථාවක්.

අපිට ලංකාවේ හැමෝගෙම ඔලුව හදන්න බැ.ලොතරියක් ඇදුනත් සතියන් දුප්පත් වෙන මිනිස්සු ලංකාවේ ඉන්නේ...  98% පඩියට වැඩ කරන කට්ටිය ඉන්නකොට 2% වෙනස් විදියට හිතල මුල්‍ය නිදහස ලබාගන්නේ.

Yes... All this time people were complaining that EPF money belong to them and Govt not releasing it till 55 is wrong.. Now when Govt try to release some funds... then they complain.. even without knowing details as yet.  anycase it has to be optional.. those who want can take it.. others can keep it.. even if you take and invest in Fixed Deposits... you may get better than EPF rate.. as EPF memebers against investing in medium / High risk tools and usually they invest in Government Bonds,, Bills with about 8-10 return....Also some funds locked getting released to economy is a good thing at this point... without printing money and more loans...

And also we never say Cabraal is clean person.. only this idea is good..

JVP is the forefathers of economic destruction through their traditional policies and vote bank politics.. While all govts have been corrupt. many tried to privatise mega govt enterprises with mega losses and a main burden on the economy like railway... ceb, cpc.. but JVP always opposed it..

They dont seem to know even simple economic principals.. If you ask Govt to spend for more and more subsidies, they will simply print money  creating inflation (AS THEY DONT HAVE INCOME OR RESERVES FOR THAT).., and making any Rs. 1000 we earn will value like Rs. 500. But releasing EPF money has no such effect but also good for both economy and members..

But releasing EPF money has no such effect but also good for both economy and members..

Then why Ragapaksha regime bought back Srilankan Air line and made net asset negative. I think is it becouse JVP Requested from Rajapaksha to do that. LOL

Clarification regarding Strategy to release a part of the EPF balances direct to Members:

My suggestion regarding the release of 20% of the EPF balances (amounting to around Rs.500 billion) from the fund of about Rs.2,500 billion DIRECT to the Members themselves is a professional, technical and scientific proposal. 

In that regard, I have set out the benefits that will accrue to the EPF Members, the financial system and the Sri Lankan economy at the present time, if such suggestion is implemented. 

During the period I served as the Governor of the Central Bank, from 2006 to 2014, the Sri Lankan Economy was steered through many crises. In fact, it may be recalled that, it was during that period that we faced the Global Financial Crisis, the Global Recession, the Global Oil Crisis and the Global Food Shortage. In addition, Sri Lanka had to fight a terrorist war at home, and immediately thereafter, engage in a massive reconstruction effort. 

Notwithstanding the above major challenges that had to be faced during that period, the Sri Lankan economy grew from USD 24 billion to USD 79 billion with an average growth of over 6% per annum. The Sri Lankan Rupee had its lowest ever average depreciation. Foreign reserves almost quadrupled. Poverty reduced substantially. Interest rates were brought down to sustainable single digits, and all businesses flourished. In addition, the financial system was stable, and not a single bank or registered financial institution was allowed to collapse.  

Accordingly, it may have to be acknowledged (even grudgingly), that I may have some expertise, experience and knowledge in managing an economy in difficult times, and it was in that background, I believed that I had a duty to suggest Way-forward Strategies to facilitate the revival of the Sri Lankan economy in the aftermath of Covid-19, as well. It was therefore in that context that I made the above suggestion (and I intend making more suggestions over the next few days).

In any event, I wish to reassure everyone that I would not be offended if my carefully considered but "out-of-the-box" suggestions are not welcomed or implemented. Indeed, if others have better ideas and strategies to get the economy back on track and thereby ensure the continued well-being of our people and work force, they are most welcome to implement such policies or strategies.

එවැනි යෝජනාවක් ක්‍රියාත්මක වුවහොත්, EPF සාමාජිකයින්ට, රටේ මූල්‍ය පද්ධතියට සහ ශ්‍රී ලංකා ආර්ථිකයට ලැබිය හැකි ප්‍රතිලාභ මා එළි දැක්වූ ප්‍රකාශයේ විස්තර කළෙමි.

2006-2014 දක්වා කාල සීමාව තුළ ශ්‍රී ලංකා ආර්ථිකය බොහෝ දැවැන්ත අර්බුදයන් වලට මුහුණ දුන් බව අප සියලු දෙනාම දන්නා කරුණකි. 

ගෝලීය මූල්‍ය කඩා වැටීම, ගෝලීය ආර්ථික පසුබෑම, ගෝලීය තෙල් අර්බුදය සහ ගෝලීය ආහාර හිඟයට අප මුහුණ දුන්නේ එම කාල පරිච්ඡේදයේදීය. ඊට අමතරව, ශ්‍රී ලංකාව තුල ත්‍රස්තවාදී යුද්ධයක් පැවති අතර, එය අවසන් වූ වහාම විශාල ප්‍රතිසංස්කරණ ඇති කිරීමටද සිදු විය.

එවන් දැවැන්ත අර්බුද මධ්‍යයේ, මහ බැංකුවේ අධිපතිවරයා ලෙස මා සේවය කළ බැවින්, දුෂ්කර කාලවලදී ආර්ථිකයක් කළමනාකරණය කිරීම පිළිබඳ මට යම් අත්දැකීමක්, විශේෂඥතාවයක්, පළපුරුද්දක් සහ දැනුමක් තිබිය හැකි බව කෙනෙකුට නිගමනය කළ හැකැයිද මා සිතමි. ඇත්ත වශයෙන්ම, එම කාලය තුළදී ඉහත කී විශාල අභියෝගයන්ට මුහුණදීමට සිදු වුවද, ශ්‍රී ලංකා ආර්ථිකය ඇ.ඩො.බි. 24 සිට ඇ.ඩො.බි. 79 දක්වා වර්ධනය කිරීමට අපට හැකි වූ අතර, වසරක සාමාන්‍ය ආර්ථික වර්ධන වේගය 6% ඉක්මවිය. දිළිඳුභාවය සැලකිය යුතු අන්දමකින් පහළ වැටීය. යටිතල පහසුකම් වර්ධනය වීය. එමෙන්ම ශ්‍රී ලංකා රුපියලේ අඩුම ක්ෂය වීම වාර්තා වුයේද එම කාල සිමාව තුලය.  තවද, විදේශ සංචිත හතර ගුණයකින් වැඩි වූ අතර පොලී අනුපාත තනි ඉලක්කම් කරා ගෙන එන ලදී. ඒ නිසා, සියලු ව්‍යාපාර ශීඝ්‍රයෙන් වර්ධනය වෙමින් සමෘද්ධිමත් විය. විදේශ ආයෝජන ශ්‍රී ලංකාවට අඛණ්ඩව ප්‍රේශණය වීය. මීට අමතරව, මූල්‍ය පද්ධතිය ස්ථාවරව පවත්වාගෙන යන ලද අතර, එක් බැංකුවක් හෝ ලියාපදිංචි මූල්‍ය ආයතනයක්වත් කඩා වැටීමට ඉඩ නොදුනි.

ඒ සමගම, මා ඔවුනට තවදුරටත් කියන්නේ මේ නව ගෝලීය අර්බුදය ඉදිරියේ, සාම්ප්‍රදායික "රාමුවට පිටතින්" සිතා ශ්‍රී ලංකාවේ ආර්ථිකය රැක ගැනීමට අප කටයුතු නොකළහොත්, අප සියලු දෙනාටම ඉතා විශාල පීඩනයකට ලක් වන්නට සිදුවන බව ය.

මා සිතන ආකාරයට, අප රට ආර්ථිකය යථා තත්ත්වයට පත් කිරීමට සහ අප මහජනතාවගේ සහ ශ්‍රම බලකායේ යහපැවැත්ම සහතික කිරීමට මා දැනට ඉදිරිපත් කර ඇති සහ ඉදිරියේදී ඉදිරිපත් කිරීමට බලාපොරොත්තු වන උපාය මාර්ග බෙහෙවින් ප්‍රයෝජනවත් වනු ඇත. එහෙත්, වෙනත් පුද්ගලයකු හට ඊට වඩා හොඳ අදහස් හා උපාය මාර්ග තිබිය හැකි බවද මා නිහතමානීව පිළිගනිමි. එවැනි අදහස් සහ උපාය මාර්ග තිබේ නම්, එවැනි ප්‍රතිපත්ති හෝ උපාය මාර්ග ක්‍රියාත්මක කරන ලෙසත් මා ඔවුන්ගෙන් සාදරයෙන් ඉල්ලා සිටීමට කැමැත්තෙමි.
