Geneva:

IIndia has voted for the resolution against Sri Lanka at the UN
Human Rights Council session in Geneva. 25 countries have voted for the
US-backed resolution addresses alleged war crimes by Lankan forces
during the country's civil war with the Tamil Tigers. India has called
for an "independent and credible investigation into allegations of human
rights violations and loss of civilian lives."




Here are the 10 big developments in this story:

  1. India also urged Sri Lanka "to take forward measures to
    ensure accountability," and added, "We expect these measures to be to
    the satisfaction of the international community." (Read: India's full statement at the Geneva session of the UNHRC)

  2. Moving
    the vote, the US said it "acknowledges the progress made in some areas
    but a lot more needs to be done," and added that Sri Lanka must "take
    meaningful action and address the growing concern."
  3. Taking
    to the floor, Pakistan said that the resolution "would fail to engage
    Sri Lanka constructively and will negatively impact the ongoing process
    of reconciliation" and voted against the resolution.
  4. Sri
    Lanka said the, "High Commissioner's report has no regard for the
    domestic reconciliation process which is ongoing in Sri Lanka," and that
    the international community "must appreciate that Sri Lanka is a
    country that has suffered much of externally sponsored terrorism."
  5. The UN resolution addresses the alleged atrocities against the
    country's Tamil civilians during Sri Lanka's decades-long civil war.
  6. Which
    way India should vote and what amendments it should move has stirred a
    political storm here and pushed the UPA government to the precipice. The
    DMK withdrew from the government saying its stance on the resolution
    was not strong enough.
  7. The DMK wanted India to add strong
    language to the UN Human Rights Council resolution sponsored by the US
    to accuse Sri Lanka of "genocide" during its civil war and call for an
    international probe. It also wanted a parliamentary resolution to be
    moved against Sri Lanka.
  8. An all-party meeting on the whether India should move a parliamentary resolution yesterday ended inconclusively.
  9. In
    2012, a US-sponsored resolution saw 24 countries out of the 47 member
    countries voting against Sri Lanka. Fifteen countries voted against the
    resolution and 8 abstained.
  10. The UN has estimated that
    some 40,000 people were killed in the final months of the Sri Lankan
    civil war, while rights groups put the death toll even higher. Sri Lanka
    denies that its forces killed civilians.

New Delhi/Geneva: UNHRC on Thursday adopted the US-sponsored resolution against Sri Lanka on human rights.


25 countries—including India—voted in favour of the US resolution, 13 against and 8 abstained from voting.


India at the UNHRC said it would encourage Sri Lanka to expedite the
process of broad-based, inclusive and meaningful reconciliation.


Earlier, the United Nations Human Rights Council (UNHRC) in Geneva voted
on the resolution to press the Sri Lankan government for a more
thorough probe of accusations of mass murder of civilians by the Lankan
army during the war against Tamil separatists in 2009.


Indian representative at the UNHRC added, 'We note Sri Lanka's
invitation to UN Human Rights Commissioner; we urge her to undertake it as early as possible.'








Previously, the US-sponsored draft resolution before the ongoing session
of the UN Human Rights Council in ( UNHRC) had called upon the Sri
Lankan government to conduct an "independent and credible" investigation
into allegations of human rights violations.


The draft resolution did not ceded to demands of human rights bodies for
an independent international investigation, as being called by the
Office of the UN High Commissioner for Human Rights in its report.


Welcoming the announcement by the Lankan government to hold elections to
the Provincial Council in the Northern Province in September 2013, the
draft resolution now calls upon Colombo to fulfil its public
commitments, including on the devolution of political authority.


A previous version of the draft resolution had expressed concern over
the "failure" of the Sri Lanka to fulfil its commitment on devolution of
power.


The draft resolution, currently under circulation, also welcomes and
acknowledges the progress made by the Lankan government in rebuilding
infrastructure, demining, resettling the majority of internally
displaced persons.


At the same time it takes note of the considerable work that lie ahead
in the areas of justice, reconciliation and resumption of livelihoods,
and stresses the importance of the full participation of local
populations, including representatives of civil society and minorities,
in these efforts.


The draft resolution now encourages (not urges as in the previous
version) the Sri Lankan government to implement the recommendations made
in the report of the Office of the High Commissioner, and also "calls
upon" it to "conduct an independent and credible investigation" into
allegations of violations of international human rights law and
international humanitarian law.


It also reiterates its call upon Sri Lanka to "implement effectively the
constructive recommendations" made in the report of the Lessons Learnt
and Reconciliation Commission (LLRC), and to take all necessary
additional steps to fulfill its relevant legal obligations and
commitment to initiate credible and independent actions to ensure
justice, equity and accountability, and reconciliation for all Sri
Lankans.

Though I mention this so many times in the forum and I will mention again .

None of these countries are really out to get us. USA trying to show who is the boss as Sri Lankan Govn wasn't ready to bow down easily. If this motion was brought by Norway for example ( not US) outcome would have been different. There are political games to play and sides to take. At the same time they will not loose opportunities and be out to get a small country like Sri Lanka while showing they are the bad guys ( specially when they have blood on the hand).Sri Lanka has not done any harm to them. Also no oil discovered yet to have real "greedy interest". Gain access to Sri Lanka due to location might be somethign all these countries are eyeing for.

Indian Gov had to play safe due to internal politics ( specially Tamil NAdu). But India is not out to get us. They know it we know it.


But Sri Lanka would do well to show progress for our own good and also not p**s off these countries unnecessarily being pig headed.
