People should look at these following factors for the market decline before blaming mahinda,

Overnight rates skyrocketing, when fixed income rates goes up usually equity market goes down. Fixed income is less riskier instrument.

Govt heavy borrowing to serve the heavy debt burden. Current govt blamed previous govt for borrowing at "Gini Poli" but they seem to borrow at same rate and higher rate than previous regime. Funny part is that this govt is going to exercise china currency swap option that previous govt took with china. Specially Harsha and Ravi criticized this move 2yrs back saying this is very bad deal.

Flip flopping policies - No one knows what the hell is going on. Is CGT going to be introduced or not. Taxes like VAT NBT and CGT is a very sensitive information. Govt or Finance minister cant change these figures once in three months according to global market condition. PM is says CGT will be introduced but no one knows how or in what capacity. Shouldn't he had proposed that sought of a tax when a proper plan how he's going to impose that tax??
best example is with the company i work for in regards to NBT payment. All know now most of the taxes you can pay online. When we tried to pay NBT last week there was a huge confusion between us and Tax department. We calculated it at 2% but they calculates it at 4%. According ravi budget we have to pay 4% but ranil new budget and last yr budget kept NBT at 2%. Finally we payed 2% with additional 2% is taken as tax payable in our accounts.

For a economy is to grow and prosper we need stable policies and clear direction. What ranil did last few weeks with several amendments was a good step in right direction. We need to grow our tax revenues to sustain the economy but govt need to give clear directive about taxes and investment decision.
Is that stupid article!!You can go to court if that article wrong or your king's name affected.Lanka-e-news source also there. Very Happy Very Happy Very Happy

What source?? It says Mahinda is murderer of a certain journalist and other prominent people. Person who wrote this article should give the evidence he has to CID or to the courts without withholding evidence. There's a court case going on against some army officials for the murder of a journalist but they're having hard time proving it because of lack of evidence.
"his murderous ruler was responsible for the abduction and murder of Prageeth Ekneliyagoda because the latter  allegedly drew cartoons about the Rajapakse  family"

To write something like this he must have bullet proof evidence, if he doesn't its irresponsible journalism.

We don't have any evidence whether former president is a murderer or not. We don't like to accuse anyone without presenting proof. I don't want to take any action against these kind of media channels which has lost any credibility. It's former president duty to protect his image. No wonder none of the mahinda's people has taken action against this media outlet. What Lanka-e-news wants is cheap publicity. Best thing is to do is ignore these kind of irresponsible media.

Hyde Park Rally is Part of Mahinda Rajapaksa’s Intimidatory Tactics to Cowe the Judiciary Into Submission

Upul Joseph Fernando
The battle between Rajapaksas’ and the Maithri-Ranil Government has now reached the stage: Get-Set-Go!
Prime Minister Ranil Wickremesinghe last week stated that all fraud and corruption of Rajapaksas’ would be made public within the next three months and urged the Rajapaksas’ to be ready with their lawyers from now on. Even before Ranil issued that warning, the Rajapaksas’ are busy on a daily basis seeking legal advice to cover them from charges of fraud and corruption levelled against them.
The lawyers consulted by Rajapaksas’ have reportedly advised them that the only way out was to line up people against the government to instill fear on the Judiciary. The Hyde Park rally was an outcome of such legal advice.

When Yoshitha was arrested, Mahinda thought that there would be mass protest against that arrest countrywide. But his belief ended up as a day dream. When Yoshitha was brought to Court on the first day, a few Rajapaksa loyalists were present. Thereafter, only a few Rajapaksa loyalists were seen in Court premises whenever Yoshitha was produced in Court.
Mahinda feared that even if his entire family was jailed the result would be the same. Therefore, Mahinda planned the Hyde Park rally to send a signal to the Judiciary. He fears the Judiciary more than the incumbent government. At that meeting he appealed to the Judiciary not to remand or jail people as they would suffer. It appeared as an indirect threat on the Judiciary.
Mahinda loyalists organized the Hyde Park rally at a heavy financial cost. It was clear from the number of buses hired to transport people. In addition, it is the Rajapaksas’ who introduced the air-space camera technology to show there is a massive crowd. No other political party or any organizer of demonstrations have ever used such technology to double or multiply the crowd present to show there is a massive crowd at such meeting. Advanced technology can be used to mislead the people if one wants to do so.
So, Mahinda is trying to threaten the Judiciary by using ground to space camera technology by trying to show he had a massive crowd at the Hyde Park meeting. In addition, he continues with joy dashing coconuts at Temples and Kovils. He indulges in dashing coconuts not only to warn the government but also the Judiciary. Mahinda claims that as a result of dashing coconuts against the government some ministers had died while many others have fallen sick. Furthermore, he sends a warning message to Judges that those Judges who deliver judgments against his family would face the same fate.
Show large crowds
The person who first tried to show large crowds to threaten governments was late Ms. Sirima Bandaranaike. She resorted to that tactic to prevent the attempt to deprive her of her civic rights by the then J.R. Jayewardene Government. But JR defeated her tactic. It is recorded in the book J.R. Jayewardene’s Biography in the following manner; “Resistance and response – The Cabinet decision of 27 September was immediately followed by an island-wide campaign led by Mrs. Bandaranaike herself in protest against the Cabinet decision.
One of her principal objectives was to get her supporters to gather in large numbers in Colombo and to demonstrate thereby the force of public opinion in her favour against what she described as an act of political revenge. She felt that a huge demonstration in Colombo, more than anything else, would be a political message that the government could not ignore. It would have the added advantage that any ensuring violence could be attributed to the government itself. Very soon there were plans afoot to prevent government MPs from getting to Parliament on 16 October for the critical debate.
There were hints of sabotage, the blowing-up of culverts if not bridges and setting up barricades on public highways. By early October the SLFP plan of action was known; its component elements were all based on the assumption that the government could be intimidated by the prospect of violence into postponing the debate. Mrs. Bandaranaike and her supporters in the SLFP genuinely believed that its campaign would actually prevent the government from going through with its plans for a debate on 16 October.
JR took these threats very seriously. Given what had happened on 8 August, bloodshed was very likely if the Police had to disperse a large crowd. This would provide Mrs. Bandaranaike with the ‘martyrdom’ she sought. With rising inflation and unemployment still high at the middle of the government’s term of office, he believed that a large crowd could turn up in Colombo. He gave the SLFP plenty of time to agitate all round the country.
This was enough to gauge the public response to their emotional appeals on behalf of Mrs. Bandaranaike and also to allow some SLFP hotheads to overstep the fine line between political criticism and incitement to violence, and between criticism and libel (including criminal defamation). This, sure enough, they did with incitements to violence, personal attacks of a libellous nature on JR and Premadasa, on Cabinet Minister and MPs, and threats of attacks on Parliament itself. As the campaign gathered momentum there was a general fear of a violence confrontation between SLFP supporters and the government on 16 October.
In personally directing the counter-measures JR began by calling up the security forces to Colombo to prevent any large gathering of SLFP supporters on 16 October.
UNP supporters were urged to protect their MPs, and ensure that they came to Colombo for the crucial vote. This was quite apart from the security the MPs would get from the police. In addition the police were instructed to take into custody anyone inciting people to violence, as well as anyone likely to cause a breach of the peace. Through these preventive security measures JR called Mrs. Bandaranaike’s bluff. Faced with the prospect of a confrontation with the police and security forces, apart from government supporters, the SLFP party cadres and their allies lost heart.
After the fiery initial spurt of agitation there was a sudden collapse of morale. Once the failure of her campaign became evident, Mrs. Bandaranaike was compelled to advise her supporters to call off the agitation. This she did on 14 October. By this time it was clear to all independent observers that there would be no large crowd of SLFP supporters in Colombo on 16 October, and so rather than going on record as having asked people to gather in their thousands for a crucial confrontation and finding that the response was poor, she preferred to save the situation by a public appeal to people not to come to Colombo for the occasion.
There was little or no serious support for her from other political parties. The LSSP’s position was ambivalent, for it was they who had raised these issues in Parliament in 1975 in the form of a vote of no confidence against her. Thus, while they did protest for political reasons, they did not back her.
The CP (Moscow Wing) originally was all for her expulsion from Parliament, if the Commission found her guilty; but, once the report was published; they came out in her support by describing it as an act of political revenge. Their sudden change of attitude could be attributed to the need for SLFP support in the forthcoming by-election to the Kalawana seat in which the CP was the chief challenger to the UNP. Nevertheless they played no part in appeals to violence and attempt to arrange a mass demonstration for 16 October.
Most significant of all, the JVP made its position unmistakably clear by refusing to give her any help. The result was that the universities were quiet during the crisis; and among the university students the JVP was a powerful force. In Parliament the TULF backed the SLFP but this, as we shall see, was a matter of tactics more than anything else.
The UNP defended the Cabinet decision in public meetings in many parts of the country. Their message was that the law must take its course; that the government would not change its plans and would under no circumstances postpone the debate fixed for 16 October. On 12 October JR himself addressed a large meeting at Dehiwela in the suburbs of Colombo, where he made all these points and added that the same law would apply to UNP Ministers and MPs if a Commission of Inquiry found them guilty of charges laid against them.
There was no curfew declared, no state of emergency, but the police and armed services were called out and asked to remain conspicuous in Colombo city, ostensibly to defend their respective headquarters. JR secured Cabinet authorization to call a state of emergency if necessary; under the “emergency” it became an offenc e punishable with death to prevent MPs from coming to Parliament.
Similar tactics
Analyzing and reviewing this incident of the past and learning lessons for the future from past experiences of such nature, it is timely that the Maithri-Ranil Government adopts similar tactics like JR as it would help them to eliminate the threats of Mahinda.
It must be recalled that when Yoshitha was arrested, Mahinda’s youngest son Rohitha issued a warning to the Yahapalanaya Government in his facebook account which read: “Dear Yahapalanaya, you just stood on the tail of the lion. Now don’t expect the lion not to rip you into parts”.
Such is the inherited attitude and the common direction that Rajapaksas tread. It is the bounden duty of the Maithri-Ranil Government to empower the police and the judiciary to implement the laws against such threats of Rajapaksas. “Threats are a threat to justice everywhere”, said Martin Luther King.

 • A fleet of 40 vehicles hired for State Engineering used by ex-minister’s cronies

by Nirmala Kannangara
[img(494.77778px,271.77778px)]http://www.thesundayleader.lk/wp-content/uploads/2016/03/8-92.gif[/img]Weerasangilige Wimal Weerawansa who mouths slogans and gives breast-beating displays of patriotism from political platforms despite his involvement in large-scale corruption and undercover activities, has once again been exposed as a corrupt politician. This time around, details have emerged of how he allegedly hired a fleet of 40 luxury vehicles spending millions of rupees of taxpayers’ hard-earned money, to have relatives and friends travel in luxury.
The Sunday Leader this week exposes how Weerawansa misused State Engineering Corporation (SEC) funds to pay the hiring charges for this fleet of vehicles when he was Housing and Construction Minister in the Rajapaksa regime. Earlier this newspaper exposed how Weerawansa who was operating a small telecommunication centre in Kadawatha and whose sole asset was a four perch land in Millegahawatte, Pahala Biyanwila in Kadawatha at the time he entered parliament in 2000, became a multi-millionaire in no time after he extended his support to Mahinda Rajapaksa in 2008. Despite portraying himself as a patriotic, clean politician, the renegade Marxist has now been exposed as a wheeler-dealer who made money through various nefarious deals.
When accused of hiring vehicles using state funds for his relatives, Weerawansa had responded that none of these vehicles were used by his relatives or friends but were used for official work.

Wimal Weerawansa

Be that as it may, The Sunday Leader is in possession of details of the 40 SEC vehicles hired during Weerawansa’s tenure. However the details of how some of these vehicles were assigned to are not known as all the detailed files relating to this fraud have been taken over by the Commission to Investigate Allegation into Bribery or Corruption, said Deputy Chairman SEC, Mahen Pelpola.
According to the SEC Sectional Heads, although they requested vehicles for official purposes, mainly for its site work, the then Deputy General Manager (Human Resources and Administration) Samantha Lokuhennadige allegedly hired the vehicles without calling for tenders and assigned them to Weerawansa’s relatives and friends instead of to the SEC officials who had made the requests. According to them, Lokuhennadige maintained records to show that those vehicles were used for SEC work.
According to the sources, it was Samantha Priyanath Lokuhennadige that was responsible for releasing vehicles for Weerawansa’s family and friends but the then Ministry Secretary Wimalasiri Perera had not taken any action although he was informed of what was happening at the SEC.
“Wimalasiri Perera was a stooge of Weerawansa and he gave his blessings to this racket as he too obtained one of these 40 luxury vehicles for his wife’s use. Lokuhennadige was loyal to the minister as it was Weerawansa who had offered the job as Deputy General Manager (Human Resources and Administration) to Lokuhennadige at the SEC after he (Weerawansa) became the subject minister. Lokuhennadige was an Army Captain who had been sacked for a financial fraud,” sources who wished to remain anonymous alleged.
Weerawansa was appointed as the Housing and Construction Minister in 2011 and according to the documentary evidence, those vehicles had been hired in 2012. For the year 2014 alone, SEC paid Rs. 41.073 million for the 40 vehicles.
The sources further said SEC should hold a separate inquiry to find out how these 40 vehicles were hired without calling for tenders.
“Although the normal procedure is to call tenders and obtain the vehicles for a fixed rate, on the instructions of Weerawansa, Lokuhennadige obtained most of these vehicles from parties known to Weerawansa and even from his relations,” sources alleged.
KR-7730 (Suzuki Alto car) had allegedly been used by Dushmantha Abeysinghe who was the Parliamentary Affairs Secretary to Weerawansa. According to 2014 running charts, this car has never been used for any SEC head office work or at any of its sites. Although Deputy General Manager (Constructions) A. A. Piyadasa had made a request on February 10, 2012 for a vehicle for the SEC Angulana site and the Transport Officer had recommended the request, Lokuhennadige had allegedly hired the vehicle from Nuwan Indika Perera on February 14, 2012 and had given it to Weerawansa’s Parliamentary Secretary instead of to the Construction Division. On March 13, 2014, Rs. 38,000 had been paid as February hiring charges while Rs. 56,240 had been paid on May 2, 2014 for the month of March through cheque Nos: 172314 and 172506 respectively.

‘Officials who execute their duties in a proper way will never have to face investigations’ – President

Meka Mahinda Rajapaksege Wadak - Page 2 01-30-1140x1181

“Today, some persons in the public service are refraining from signing for documents due to a fear that they will have to face investigations against the financial crimes”, says President Maithripala Sirisena. “But the officials who execute their duties in a proper manner will never have to face such investigations”, he added.
The President stated that the government is prepared to be with the government officials who fulfill their responsibilities for the people.
He made these remarks addressing the 33rd Annual General Meeting of Sri Lanka Administrative Service, held at the Nelum Pokuna (Lotus Pond), Colombo today (29).
The President said the Government has taken steps to adopt 19th Amendment to the Constitution as a prime step to make the good governance concept a reality and through this initiative many steps have been taken to prevent political vengeance in the public sector. “Today, the public officials have an opportunity to fulfill their duties and responsibilities without the interference of politicians while protecting the dignity of their service,” he said.
The President recalled that he became the head of state from a minor position in the public service as a result of loosing it due to political revenge.
President Sririsena further said that since he was a Minister and even after he was elected to the office of President, he is taking lunch prepared at the home and recalling a statement made by a priest recently by saying that kings should take their lunch in a lavish way, the President said that he is not ready to  fulfill his duties as a king and those statements are utterly immaterial in an environment where the Government is working to create a just society where the President, state officials and the general public will receive equal opportunities.
President Sirisena said that he will not dismiss in contempt the struggles made by the state officials to win their privileges and further said he believes in a similar way they will fulfill their responsibilities and duties to create a public service which is free from fraud, waste and corruption under the good governance concept.
Ministers and MPs , including Prime Minister Ranil Wickramasinghe, Minister of Public Administration and Management, Ranjith Madduma Bandara, Minister of Home Affairs, Vajira Abeywardana, Minister Sagala Rathnayake,  Secretary to the President P.B. Abeykoon, Chairman of Public Service Commission, Ranjith Ariyaratne and others participated in the event.

Both regime at fault, Mahinda did lot of things for the country. His govt developed the country but some of the projects he undertook was done without proper planing.
Previous regime even though they build things they didn't tackle the deficit issue and revenue issue of the country. Which led this country into a debt trap.
Current regime even though they Understood there was a debt trap they took the bait and got caught. Without tackling debt issue or revenue issue they took our country into further into abyss.
Best example issuing Dollar denominated 6months bond at 4.95%. What sought of a rate is that?? This makes mahinda borrowing rates look reasonable.

Meka Mahinda Rajapaksege Wadak - Page 2 Image_1459479342-db316703edJoint opposition MPs Udaya Gammanpila and Bandula Gunawardane who flew to Geneva found their luggage missing upon arrival at the airport, it is learnt.
The duo, along with MP Dalles Alahapperuma, took wing to Geneva on three different flights to meet authorities of the Inter Parliamentary Union (IPU) headquartered in Geneva. Mr. Gammanpila arrived first at the Geneva airport and found his baggage missing, apparently not been loaded into the aircraft by port of origin. He later brought it to the notice of the Geneva airport authorities formally.
By the time, Mr. Gunawardane landed, he had excitedly run towards Mr. Gammanpila saying he had found his luggage missing.
Mr. Gammanpila had responded in a lighter vein,” You are most welcome to the club of those with missing baggages." Mr. Gunawardane had stacked enough clothes in his hand luggage, but Mr. Gammanpila had left all his belongings in the main luggage that was missing. So, he had to buy everything right down to the tooth brush.
However, the report compiled by the joint opposition to be handed over to the IPU, was in the computer bag of Mr. Gammanpila, saving them from a facing a major dilemma. (Kelum Bandara)

SriLankan Airlines seeks foreign partner, talks with ME carrier

COLOMBO (AFP) Sri Lanka is seeking foreign assistance to rescue its loss-making national carrier, a minister said Thursday, after the government announced the airline was unable to pay back nearly $1 billion in debt.

The country cannot afford to bear SriLankan Airlines’ losses of 128 billion Sri Lankan rupees ($872 million) on top of its massive debt, International Trade Minister Sujeewa Senasinghe told reporters in Colombo.

The airline owes at least $933 million but the government last week said the true figure could be much higher.

"We want to restructure SriLankan (Airlines) with either direct foreign capital or through a management agreement with a foreign airline," Senasinghe said.

He added that he hopes the process will be completed within "two to three months".

Official sources said Colombo was in talks with a Middle Eastern carrier to form an agreement that would see the airline hand over control of its management to a foreign carrier.

A previous management deal with Emirates was ended in 2008 by the former Sri Lankan government following a personal disagreement between the flag carrier and then-president Mahinda Rajapakse.

The airline had refused to bump fare-paying business-class passengers to economy class and give their seats to members of Rajapakse’s family, who were returning from London.

An angry Rajapakse removed the Emirates-appointed CEO of SriLankan Airlines from his post and replaced him with his brother-in-law.

The beleaguered national carrier has also drawn controversy in recent years after an independent investigator last year found evidence of serious corruption in a $2.3 billion deal to buy Airbus aircraft during Rajapakse’s presidency.

Rajapakse’s brother-in-law, Nishantha Wickramasinghe, is under investigation for bribery and corruption dating back to when he was the chairman of the national carrier.

A mounting debt crisis of its own has forced the Sri Lankan government to request a bailout for the country from the International Monetary Fund. Media reports have placed the requested bailout amount at $1.5 billion.

Meka Mahinda Rajapaksege Wadak - Page 2 Image_1460083011-4079061c44Sabotage cannot be ruled out in the recent events in the power sector as a certain group within the Ceylon Electricity Board (CEB) was attempting to disrupt its work, Megapolis Minister Patali Champika Ranawaka told Parliament yesterday.
Speaking during an adjournment debate in the House, Minister Ranawaka pointed out that the water in reservoirs have been reduced deliberately by some interested persons.
The minister said though the water levels were adequate in the months of January, February and March in 2012 during his tenure as the Power and Energy Minister, the mismanagement and all mafias had begun after he left the ministry.
Some suggestions I made to former President Mahinda Rajapaksa was dismissed, he said as he tabled a letter he had written to Mr. Rajapaksa during the last regime. He urged that all suggestions made in the letter were his.
Janatha Vimukthi Peramuna (JVP) MP Sunil Handunnetti stated that a mafia, carried out by some private companies from whom the government purchase power, prevented the authorities from adopting an alternative power supply arrangement.
While disclosing the name of such a company, the MP said the CEB Chairman was in the board of directors in that particular entity. “How could this be?” he questioned.
Meanwhile, Deputy Power and Energy Minister Ajith P Perera who responded to all allegations assured that the ministry would introduce a new system where all households would be converted into mini-solar power plants.
This would begin with 65,000 houses that were to be constructed in the North, he said adding that two solar power plants would be set up in the North and East as well.

I thought this man is an Engineer.  This fellow thinks water levels are like number of days in each month, same in each year ?

Without shouting like a kopi kade mudalali , the minister should take very easy step to prove his accusation . Get the water issue records and check them. Detect mismatching data and find culprits.

Water is released as per the calculated requirements in each and every reservoir. All are recorded in books and databases.
No one can open the gates to lower the water levels and keep quiet.  They feed  data to head offices too.

The officials calculate the requirements and open the gates with the following
priority set by government policies: 1. Drinking 2. Cultivation 3. Power generation.

He wants to wash hands from giving power supply contract to ACE Power Generation which belongs to HJ.Next time he will critize it pretending to be a clean politician.

Above discussion clearly indicate now you can see Democracy in this country

Even ministers have different views and they express it in different forum. This is our own  style. not British system of "Collective Responsibility "

I hope electricity crisis will solve democratically

This is not BASI dominated corrupt family rule based on personal gain

When people understand with the time market also will go up.I think this this is a learning government
