i'm not wasting time on the pros and cons of this ticker but just answering the magical optimistic scenario assumed by this "analyst"

readers should note that the writer of this article comes out 2-3 times a year and pushes the tickers-just do a google search of his name (he seems to be a shareholder of DPL-look at the DPL shareholder list)
note that this guy gave a price of 150 for DPL in the past
