Look at the announcement on CSE site today on price band!!

In terms of the SEC directive dated 14th September 2010, the 10% price band has not been imposed on a new security considering the review period from 22nd February 2011 to 28th February 2011 (Both days inclusive).

I think they just blindly following the formula..Provided that the stock X is being manipulated to max, if the quantity/number of trades does not satisfy the 'formula' SEC wont bother...even if its too close to the criteria..

This is simply BULLSHIT

The price band is SEC's admission of it's own failure. Price bands are imposed when they spot shares prices are having unusual movements - which probably means prices are manipulated. So each time they impose a price band, what they are actually doing is saying "This share is manipulated but we are unable to do anything about it"
