New lock-in rules are directed by the SEC which apply to normal shareholders as well. You can find the link here:http://www.cse.lk/cmt/upload_cse_announcements/3341330683595_.pdf

Does anyone know if these are applicable to the Access Engineering IPO?

They have given dates only to the 'Introductions', not the others. Don't know the exact effective dates. They have rescinded two previous circulars effective from 1st April 2012, so these could be coming into effect from 1st April, but they are not specific on an effective date. We can only assume. If it is 1st April, Access Engineering IPO is not bound by these new rules.

Anyway, carefully check the dates of Private Placements and the Gifting. The time is counted from those dates in the previous regulations, as I remember.
