July 31, 2012 (LBO) – Sri Lanka Tuesday briefed diplomats on the implementation of recommendations of a post war commission that looked into the root causes of the island's ethnic conflict, ahead of a key UN human rights review later this year.

External Affairs minister G.L. Peiris and secretary to the president Lalith Weeratunga has met Colombo's diplomatic community for a 'comprehensive briefing' on the work carried out to implement the proposals of the Lessons Learnt and Reconciliation Commission (LLRC), the ministry of external affairs releasing a statement said.

Sri Lanka's LLRC has come up with a number of proposals to increase the liberties of all citizens, justice and rule of law, some of which may involve deep rooted changes to the structure of the state.

Weeratunga told reporters last Thursday that some of the complex recommendations like land and police powers needed a political consideration but there were many other recommendations that could be easily implemented.

Sri Lanka's national action plan headed by Weeratunga will monitor key measures taken under international humanitarian law issues, human rights, land return and resettlement and restitution and compensatory relief.

The action plan approved by the cabinet of ministers will monitor the implementation of LLRC recommendations with assessment tools to measure performance, and time frames to achieve goals.

"The detailed matrix, including priorities, the institutions entrusted with responsibility, key performance indicators and time frames, was explained to the diplomatic community," the statement said.

In March this year the UN Human Rights Council passed a US led resolution backed by the island's closest neighbor India demanding Sri Lanka to probe alleged rights violations by government forces and the Tamil Tigers.

Sri Lanka has been under persistent pressure to implement the recommendations of the island's own commission appointed by President Mahinda Rajapaksa to probe the 30-year war which ended in 2009 and suggest measures for reconciliation and accountability.

Sri Lanka has nearly completed the resettlement of people displaced by the war, de-mining the former war zone, and rehabilitating former Tamil Tiger combatants including children within three years of the end of hostilities.

Sri Lanka faces a universal periodic review at the UN Human Rights Council in Geneva this November where the island's human rights record and good governance will be evaluated.

When I myself was invited to make submissions before the LLRC, I made use of the opportunity to present a brief history of the problem. I knew that the commission would not believe my story as they had been brainwashed with a story created by the English for nearly two hundred years. I wanted them to grill me on my story but unfortunately they followed a different path and one of the commissioners told me that in spite of my logical story they thought that the Tamils wanted some concessions or words to that effect.

Yes ..this is a good start..If done honestly will boost investors as well as Tamils confidence.... If started earlier could have prevented UN resolution also.

@Whitebull: Nalida Silva is bit of an extremist, and a weird one at it. No doubt he is both intelligent and a talented debater (he'll prove just about anything he wants to), but his rejection of western science is too extreme. He has a complete mix of mythology, Buddhism and other stuff that he seems to call a science of our own, but has he built or done anything with it? that has any use? I doubt it. He talks to the talk but can't walk the walk...

May be this is inappropriate on this thread, but since you brought it up...

The US government today welcomed the release of the National Action Plan (NAP) by the Sri Lankan Government.

Issuing a statement, the US embassy in Colombo said, “We have long encouraged the full implementation of the recommendations outlined by the Lessons Learnt and Reconciliation Commission (LLRC). We believe that full implementation of the NAP will benefit all citizens of Sri Lanka by furthering long-term reconciliation and lasting peace”.

August 02, 2012 (LBO) – The United States Thursday welcomed the release of Sri Lanka's National Action Plan on the Lessons Learnt and Reconciliation Commission (LLRC) proposals saying its full implementation will help achieve reconciliation and long term peace.

The post war commission appointed by President Mahinda Rajapaksa is seen as a home grown mechanism that suggested measures for accountability and reconciliation in the aftermath of a three decade conflict with the separatist Tamil Tigers.

"The United States welcomes the release of the National Action Plan by the Government of Sri Lanka," the US embassy releasing a statement said.

"We have long encouraged the full implementation of the recommendations outlined by the Lessons Learnt and Reconciliation Commission,"

"We believe that full implementation of the National Action Plan will benefit all citizens of Sri Lanka by furthering long-term reconciliation and lasting peace," it said.

Sri Lanka Tuesday briefed diplomats on the implementation of the commission recommendations ahead of a key UN human rights review starting in October this year.

"The detailed matrix, including priorities, the institutions entrusted with responsibility, key performance indicators and time frames, was explained to the diplomatic community," a statement from the ministry of External Affairs said earlier in the week.

External Affairs Minister G.L. Peiris and secretary to the President Lalith Weeratunga has said 'substantial results already achieved on the ground' within a short period of time since the end of the conflict needs to be acknowledged.

Sri Lanka's national action plan headed by Weeratunga will monitor key measures taken under international humanitarian law issues, human rights, land return and resettlement and restitution and compensatory relief.

Sri Lanka has nearly completed the resettlement of people displaced by the war, de-mining the former war zone, and rehabilitating former Tamil Tiger combatants including children within three years of the end of hostilities.

Weeratunga said some of the complex issues will need a political consideration and an assessment by a parliament select committee but there were many recommendations that could be easily implemented immediately.

He said hundred and thirty five out of the commission's two hundred and eighty five recommendations have been a prioritized for action.

In March this year the UN Human Rights Council passed a US led resolution backed by the island's closest neighbor India demanding Sri Lanka to probe alleged rights violations by government forces and the Tamil Tigers during the final stages of the battle.

Sri Lankan has been under pressure by the international community, rights groups and opposition parties to implement the commission recommendations.

Sri Lanka faces a universal periodic review at the UN Human Rights Council in Geneva this November where the Island's human rights record and good governance will be evaluated.

Well Well Well......I did not bring anything about Prof.Nalinda De Silva.Quotation from his article has been due to several reasons,

1.To show the biasness of this so called report.

2.Eventhough some cry about freedom of media,expression etc this report clearly shows that Sri Lankan government has not interefered for everything.If our government wanted they could have interefered with this report and could have forced to publish a government freindly report.Biasness of this report towards tamil community and western requirenments itself shows that Sri Lankan government is being biasly criticised.

What you have told about Prof.Nalinda De Silva is totally rubbish.He wants our people to be free from slaveriness of western science and in order to do that he asks to make our knowledge based mainly on Sinhala Buddhism.He does not reject western science but he points out weaknesses of western science and tries to save our people from being slaves of this western science.
