Sri Lanka NSB raises 750mn at 8.875-pct

ජාත්‍යන්තර ප්‍රාග්ධන වෙළඳ පොළ ආරංචි මාර්ග වලින් අනාවරණය වන්නේ ජාතික ඉතිරි කිරීමේ බැංකුව සියයට 8.875 ක පොලී අනුපාතයට ජාත්‍යන්තර වෙළඳ පොළින් ඩොලර් මිලියන 750 ක මුදලක් බැඳුම්කර නිකුතුව මගින් රැස්කර ගෙන තිබෙන බවයි.

මෙම බැඳුම්කර නිකුතුවේ මිල මාර්ගෝපදේශනය සියයට 9.25 ක්වූ අතර පසුව ඇතිවූ වැඩි ඉල්ලුම හමුවේ පොලී අනුපාතය සියයට 8.875 ක් දක්වා අඩුවී තිබේ.

බැංකුව විසින් ඩොලර් මිලියන 500 ක් රැස්කර ගැනීමට වෙළඳ පොළට ගිය අතර ඩොලර් බිලියන 2.0 ක් වටිනා ලංසු ඉදිරිපත් වූ බව ආරංචි මාර්ග අනාවරණය කරයි.

හෙළිවන ආකාරයට ලංකා බැංකුවේ බැඳුම්කර මිලදීගෙන තිබූ සමහර ආයෝජකයින් ජාතික ඉතිරි කිරීමේ බැංකුවේ බැඳුම්කර මිලදී ගැනීමට ඒවා විකුණා දමා තිබේ.

Sept 13, 2013 (LBO) - Sri Lanka's external accounts will be strengthened and the balance of payments will turn into surplus after 750 million US dollars were raised by a state-run bank, Central Bank Governor Nivard Cabraal said.
National Savings Bank sold 5-year bonds at 8.875 percent Friday, over 350 basis points higher than the 530 basis points paid by Bank of Ceylon, another state-run bank paid earlier in the year.

The deal attracted orders worth 2.35 billion US dollars amid jittery international bond markets.

"The rate in today's context is a good rate," Central Bank Governor Nivard Cabraal said.

"In the uncertainty that there that there was, a two billion dollar order book was a good sign."

Cabraal said the money will also help shore up Sri Lanka's foreign reserves.

"It will ensure a healthy balance of payments surplus and the external accounts will be strengthened significantly," he said.

"And if the NSB were to sell the proceeds to the Central Bank - which they will be probably do - the reserve position will be strengthened materially."

Sri Lanka's rupee which came under pressure from liquidity injections followed by weak sentiment but stabilized two days earlier with the spot market resuming activity.

Analysts have warned that the central bank's recent policy of 'exchange rate flexibility' while allowing liquidity generated from dollar purchases to remain in interbank markets tends to put downward pressure on the currency.

When liquidity is generated by central bank dollar purchases, the monetary authority has to actively intervene with unsterilized sales (or withdraw liquidity by selling down domestic assets in its portfolio) to avoid the currency plunging.

Sept 14, 2013 (LBO) - Sri Lanka's willingness to go as high as 9.00 percent a year to raise dollars from international markets shows the fiscal pressure brought on by high spending, an opposition legislator has said.

Harsha de Silva, an economist said, dollar loan rates of around 9.00 percent was too high for people to afford.
NSB's bond went to markets yesterday with a price guidance of 9.25 percent and eventually came out at 8.875 percent.

De Silva questioned where the money will be invested to generate a return higher than 9.0 percent.

He questioned whether the money will go for wasteful current spending, including to luxury vehicles due to be imported for a Commonwealth heads of government meeting and election vote buying expenses.

De Silva said state banks were being used to borrow for government spending, because the government could no not directly go to markets due to previous high levels of borrowing.

Sri Lanka has high budget deficits partly due to one the largest state worker cadres in the world compared to the working population.
The public sector has expanded recently due to taking on unemployable graduates who have earned degrees at tax payer expense at state universities.

Sri Lanka external accounts stabilized by $750mn bond sale: CB Governor

ජාතික ඉතිරි කිරීමේ බැංකුව විසින් ඩොලර් මිලියන 750 ක් රැස්කර ගැනීමත් සමග මෙරට විදේශීය ගිණුම ශක්තිමත් වන ඇති බවත් ගෙවුම් ශේෂයේ අතිරික්තයක් ඇතිවනු ඇති බවත් ශ්‍රී ලංකා මහ බැංකුවේ අධිපතිවරයා කියයි.

ජාතික ඉතිරි කිරීමේ බැංකුව ජාත්‍යන්තර වෙළඳ පොළින් ඩොලර් මිලියන 750 ක මුදලක් පස් අවුරුදු බැඳුම්කර නිකුතුව මගින් රැස්කර ගැනීමට සමත්ව තිබෙන්නේ සියයට 8.875 ක පොලී අනුපාතයකටයි.

ඩොලර් බිලියන 2.0 කට වැඩි ලංසු ඉදිරිපත් වී තිබෙන මෙම නිකුතුව පිළිබඳව අදහස් දක්වමින් ශ්‍රී ලංකා මහ බැංකුවේ අධිපති අජිත් නිවාඩ් කබ්රාල් මහතා පවසන්නේ මේ වනවිට තිබෙන තත්ත්වය අනුව ගත්විට පොලී අනුපාතය හොඳ එකක් බවයි.

ගෝලීය මූල්‍ය වෙළඳ පොළේ තිබෙන අවිනිශ්චිතතාවය අනුව ගත්විට මෙතරම් ලංසු ප්‍රමාණයක් ලැබීම ජයග්‍රහණයක් බව අධිපතිවරයා කියයි.

මෙම මුදල් නිසා මෙරට විදේශ සංචිතය ඉහළ නගිනු ඇති බවද හෙතෙම පෙන්වා දුන්නේය.

It’s a shame that we keep producing a large number of non functional Art degree holders from state universities.
Should have produced more youth capable of doing blue collar jobs around the world.
