LCEM could be one of the best investment if they could properly manage the company. Unfortunately the Board of Directors appointed by government since 2006 are experts of many fields except the cement or manufacturing industries. There had been no official announcement from the company for over two years but the chairman and minister in charge had made statements in public which are completely irrelevant. The liabilities far exceed the assets due to bank and treasury borrowings. Some of the plants are still intact according to rumors and if the government decide to revive it with foreign investors with complete management handed over to them, with the demand in the construction industry and the availability of raw materials locally this could fly off. Again people involved with LCEM might pull back any plan for their personal gains. Better read the global cement report on the web before doing anything with LCEM.
