 Yahapalana principles can be implemented if the leader is truly committed and has the courage to stand by his convictions.

Yahapalanaya is halted/dragged by scoundrels who can influence sitting in government side. It is too late to clean up all rubbish.
Non ending tax changes create additional cost & administration burdens to both relevant authorities (custom) & end users. 
Fortunately civil society movements so far are on top of raising voices against malpractices which pressed under the carpet in previous regime.
Question is when & how MS/RW could accomplish this task that voters are eyeing on.

The government is a rocket with two engines. Politicians who were sent away by the people were re-installed in ugly mode using national list  to secure the power of one engine.

The pilot of the other engine cannot boost his rocket to get  his planned trajectory.

At any moment the radio can announce Mr. Sookiri Bandi is our new Prime Minister.
Actually with current system they can appoint any laymen as the PM of the country.
Two pilots are eating 'Curd with barber's knife'.
So we are still talking about yahapalane.

'Yahapalana' ' good governance'  'Human rights' ' Democracy'  are weapons used by western forces to concur the world as per their wish.

Definitions of those terms are manipulated openly as per their requirement.

If you study the history of Cambodia and genocide of millions of innocent people by Pol Pot regime you can find how USA developed secret  contacts with the Commander of Armed forces years before the army commander started coup against the Government of Prince Sihanouk.

USA  planned  toppling of Cambodian Government to use its army and territory to  attack North Vietnamese forces.

USA started secret carpet bombing in Cambodia without leaving any trace of them to anyone. Bombing were done secretly while the Govt. of Sihanouk was dealing friendly with USA.  

USA supplies food , money and weapons to Cambodian forces under coup leader to make the new government powerful and they acted openly with the new government, formed on 18th March 1970.

So called educated section of Cambodians who were against the Prince   welcomed the change of government.  Celebrations reported in the cities .  

Later on, another section of Cambodians mainly from the villages took arms against American Puppets and wanted to bring back  Price Sihanouk who was living in exile.

At the middle of the war USA abandoned Cambodians who were fighting  for them and left the country in quick mode evacuating the ambassador and other US citizens using helicopters.  

By this time the Americans have killed over 750,000 Cambodians in this effort to destroy the North Vietnamese.

Opposition -Khmer Rouge- forces  lead by Pol Pot,  who were fighting against puppet's of America attacked the government from everywhere and occupied the Capital in April 1975. Members of government forces left army and some members of the Government were killed.

No news came to outer world for 2 -3 years since then. Later the world learnt Pol Pot  has killed millions of people who were in puppet controlled areas; one of the worst murdering in human history.
The Khmer Rouge under Pol Pot believed that their biggest threats were intellectuals because they had the intelligence and knowledge  to overthrow the regime with the help of Americans. Thus, teachers, doctors, lawyers and even members of the army were killed.

Historians  say,  On March 18, 1969, the United States began a four year long carpet-bombing campaign in the skies of Cambodia, devastating the countryside and causing socio-political upheaval that eventually led to the installation of the Pol Pot regime.


America never helped or took any effort to save their friends massacred during 3 years time.

This is not the end of the story.
Suddenly they realized my enemy's enemy is my friend and started supporting Khmer Rouge rule ! (shame! )  USA supported Khmer Rouge  to  weaken the Vietnamese communists  and 'maintain stability' of the region.

The US sent a cable to six US embassies in Asia on 11 October 1978 claiming “We believe a national Cambodia must exist even though we believe the Pol Pot regime is the world’s worst violator of human rights.”


Yet while the US government was aware of the horrific actions of the Pol Pot regime, with a July 21 cable from the US Embassy in Laos estimating 2 million people had died at its hands, it refused overtures from the country’s previous leadership to challenge the Pol Pot government’s right to represent Cambodia at the United Nations.

... and USA supported Khmer Rough  to represent Cambodia in UN for many years.
