I would go after the brokers that fuel and waste our hard earned money. One or two get taken down or heavily penalised and then the rest will come in line and spend money wisely.

Going after insiders will be too hard and too many, and they generally contribute the most to the CSE turnover. The only solution is to make the CSE too big for them by bringing in more big money or having more companies with bigger floats.

If I got that chance, I would appoint PROACTIVE decision making professionals to take decisions and let them do their job without disturbing them. Because I believe that all the new rules would have been good if they had been implemented proactively rather than being reactive.

If I was appointed to the head

Sleep until market hit all time hit and let my customers to dump shares
Introduce endless rules to crash the market which will help my customers to buy shares at a extremely discounted price.

It seams like retailers holding the shares even the ASI go bellow 6000. If I was the head I will introduce rule a week.

If I will be appointed as Head of SEC;

1.1. Promote Law, Order and Good-governance, among all levels of market players!!
1.2. Implement Law and Good-governance guidelines, among all levels of market players!!
1.3. Ensure Law and Good-governance guidelines are strictly adhered, by all levels of market players!!

2. Keep "Circuit beaker-off" till company make official-announcement.

3. Introduce T + 3 settlement (but brokers will be allowed to extend credit till T+10)

4. Immediate disclosure of directors dealings with in 3 hrs or before opening of next day trading (which ever come first)

5. Corporate announcements should be done after market hours, unless it is on highly sensitive matter.

6. Apart from directors, all executives and accounts/sales staff of listed companies or subsidiaries of them, sign an agreement preventing insider information/insider dealing.

7. Take stern action against violators of SEC laws, including but not limited to impose large penalties and imprisonment (min 6 weeks), Pulicize personal properties. (there will be no exception to HNWI like Nimal Perera - I'll hire word's best doctor to treate backbones of SEC officials, including DG-Malik Cader)

8. Established well empowered Independent "Investor Ombudsmen" and "Investor Ombudsmen office" only report to the commissioners of SEC, where any one can make complains with evidence against any market participants (i.e. Brokers, Investors, SEC officers)

Then invite institutional investors (local and foreign) ensuring the level paying field at CSE.
