The Cyclonic storm ‘ROANU’ in the Bay of Bengal is now located about 900km north of Kankasanturai.It is further moving away from the island.Strong windy conditions over the country and in the sea areas around the island will continue due to the meeting of wind feeding to the system. There is a high possibility to sudden increase of rain in the South-western part of the country. If so, fairly heavy to very heavy rainfall (100mm-150mm) are also expected at some places.
 
Showers or thunder showers will occur at times in Western, North-Western, Central and Sabaragamuwa provinces and in the Galle, Matara districts.
 
Showers or thunder showers will occur at several places elsewhere.
 
There may be temporary localized strong winds during thundershowers. General public is kindly requested to take adequate precautions to minimize damages caused by lightning activity.

we (me and wife) made five lunch packet and also got another five from uncle to give also,
bought stuff worth 4500/- yesterday,
also acting as a collector and transporter of relief stuff.
i urge all to act as people of transportation of the goods, as many would like to give but lazy to go to the place,
you can tell then to give to you and you can collect and give to the points.

It is so great to see such responses. Also the impact was much worst than we thought and I think the next big challenge will be to get those who were impacted back to their normal lives. (Cloths, repairs, cleaning, household etc). This will require more funding. So I kindly request others as well for this worthy cause.

Flood Relief Is Not A One Week Affair

The South West Monsoon lashing the entire island in May is no surprise to any Sri Lankan. Even school children know it is time of squelching shoes, wet uniforms and rain holidays.
While our sympathies go out to all those unfortunate victims of these natural disasters brought about by the weather, it has to be admitted that our fore knowledge of this annually impending disaster has not resulted in effective measures of protection being taken. While even in those rich technologically advanced countries when natural disasters breakout in all their fury, their people suffer, even death, and there are no 100 per cent effective protective measures at hand, However it is pertinent to examine the degree of preparedness of the Sri Lankan nation for this monsoon season.

The fact is that we all are unprepared – the people, bureaucracy and the politicians who are the decision makers. The great majority of people know that devastating winds, rain and floods are coming but do nothing about it because they are impotent to take effective measures.

What can the poor fisherman who is unable to go to sea to earn his daily income do when winds lash his humble cadjan shack and threaten to blow it away? The shanty dweller on the banks of the Kelani River has no option but to stand still at home as the waters rise above his shoulders inside his home and what can villagers or plantation workers living at foothills do when the earth rumbles threatening landslides that will bury them all? They have no options at all but to stay where they are.

That’s because they have nowhere else to go other than to temples and schools leaving behind their humble belongings – but precious to them – where temporary shelter and relief are provided. The bureaucracy tries hard to help but they too are limited by the meager funds and resources available. For politicians this is the time to show their colours but they can’t: Little finance and funds available to meet demand. But being actors of sorts they have to perform as some did last week jumping into Air Force helicopters taking relief aid, doing nothing positive other than to be photographed by friendly TV cameramen. Last week we witnessed this buffoonery.

Despite 68 years of Independence and the population expanding from around 6 million to 20 million and spreading to all nooks and corners of the country, we do not seem to have realised that protection to thousands if not millions affected by natural disasters cannot be provided in one frenzied rush in a matter of a week or two. It obviously calls for long term planning and much commitment in financial and other resources.

For those living in areas exposed to natural disasters, be it by the sea, river banks, foothills of mountains, housing schemes have to build after giving much thought to the living environment. With scarce resources this would be an extremely challenging task.
Some such projects have to be long term while others need immediate implementation.
Former President Ranasinghe Premadasa excelled in implementing his slum clearance programmes and flood protection schemes of Colombo North. At the time he took over the subject, areas such as Bloemendhal Road went under several feet of flood water at this time of the year. Within two years he made these roads motorable in blinding rain.

Rescuing those under the Kelani River water today calls for immediate action. Priority has to be given to such development projects designed to rescue people living under inhuman conditions rather than beautification of Colombo 7. The clearing of old Dutch Canals crisscrossing Colombo is essential to prevent flooding of the City – even low lying areas of C-7. The debate of who did better: Gota or Yahapalanaya is futile. Colombo should be rescued from flood waters.

Some problems such as those of low lying areas would need long term detailed planning such as that of the Megalopolis. But immediate attention to problems plaguing the people needs attention.

It is indeed regrettable that the monsoons have hit us in all its fury during Vesak when the majority of people enjoy simple joys such as seeking solace in the quiet of temples, lighting Vesak lanterns or walking around the City to view illuminations. But this is also an occasion to help generously and with kindness those unfortunates struck by the monsoon.
